How do you shut down a poorly run and supervised homeowners c.That the board members steal and har ppl.?

We have a homeowners c. that was started by a couple of crooked nose people, and they left when they found out they were running this by a illeagl thread.So they took some $ and left, and gave it to the homeowners.Which no one police's them.Now the secatary stole $26,000. and was not arrestted,[sounds like they knew someone to me]. Then board a memebrs son stole our misqito trailer that I used to pull for free and it took 4 hours each time I sprayed.Now it was changed over to spray chemicals for orange groves and it hasn't been seen or put back in it's storage shed for 5 years now.Now we have a director that is haring disabled people to move there cars or him and the cops and a tow truck come and tow it away.These aren't abandon cars.Also tells the same disabled person that he has to paint and pressurer wash his house.Or they will fine you and then threaten with a lawyer. A homeowners c. is supposed to work with the people. Who's policing them not to steal.It sounds one sided.
