I want to know who sings this song?

mtv use to play this song all the time when i was in jr. high, which was 1998. and the sucky thing is i never seen much of this band again. anyways, umm..it looked like some rock band. and all i can remember of this song is they keep saying the number 45. and in the video it shows some little black girl dancing or something. so do anyone know what song and video i'm talking about? thanks!
