Legal heir certificate for a NRI?

my father in law have ped away in delhi and he was living in kuwait since 30 years now we need legal heir certificate to transfer his business in name of my mother in law and we need to get attested from forgien affair ministry in patial house , delhi pls guide me the complete procedure to do the same
