What do bilateral ovarian follicles mean?

I have been trying for a baby for close to a year now, with no luck. I had a pelvic ultrasound done just to make sure everything was ok. Overall everything looks ok. Just my report says that I had small bilateral ovarian follicles without evidence for free fluid? what is this? is this a normal? are my ovaries functioning right and ovulating?
